Amateur enthousiaste, Balsa commença la Formule 1 sur BMW Special. C'est une belle quatrième place lors du Grand Prix du Luxembourg 1949 en Sport  et une troisième à Cadours l'année suivante en F2 qui le poussent à venir en Formule 1.

Il tente donc sa chance au Grand Prix d'Allemagne 1952 et après s'être qualifié en 25ème position, abandonne sur casse moteur. Il retourne en F2 dès lors...
